Yes it has a webcam. The product photo somehow doesn't show it, though, but it is centered above the screen as normal webcams are on laptops

I currently have 4 in my possession and they all have smart card readers

I've purchased it for other electronics. Children's tablet's. It absolutely was worth it. I think it depends on the user, amount of use and exactly what it's used for. I didn't get it for this purchase. My husband does very little on it. And is super careful. So I didn't think it was necessary.
