Q: Should I get this or focusrite Scarlett?

Bit late with the answer but my Focuswrite Scarlett broke down after 18 months and was 'uneconomical to repair'. This Behringer still going strong and I prefer it to the Focuswrite.

Q: does it have a phatom power?

YES! it has Phantom Power, as you can see the switch on the images! It's the +48v switch

Q: Can you plug a stereo jack into one on the inputs, and get a stereo output though usb, and the jack output's on the back?

You could use a 'stereo jack socket to 2 x mono jack plug' lead and plug the two mono jacks into the two inputs. This would achieve your need.

Q: Does this come with a wire to connect to a laptop or computer or do I have to buy these separately?

Yes, it does come with a nice sturdy USB cable, but check carefully. It's hidden in the side of the box's inner packaging so I missed it completely until I saw the other answer!
