Q: If i use this tool to check a 24v dc circuit how much current will it draw? my goal is something around 1amp at 24 volts.

It depends on what system you checking some starter systems drive to 160 A

If your connected to a proper ground such as the negative post of the battery it should be immediately

Q: Does the tester have a visible light? I need to test pulsing ignition circuits and a digital meter alone would be too slow to react.

It does not have a pulsing light. The digital readout lights up, then shows voltage. Although you could go off of the screen lighting up, but i'm not sure how accurate that would be.
