Q: I need an adapter like this that will fit on a 5/8 post without threads but with a set secret. Will the do that?

I'm not sure I understand what a "set secret" is, but perhaps it's a set screw? The large opening will fit on a standard pin, but if you have a spigot style pin with an external threaded post then it won't have the dept to properly grip unless you use the side slot. This is really a converter for going from a baby pin to a 1/4-20 thread; I'm not sure it will do what you need it to.

Q: Is there one like this with a swivel head?

I believe you would have to purchase a swivel head separately that has the ability to mount vis a 1/4 20 screw.
