There is a misunderstanding about UK voltages in a home and the required tolerances. There is no effective constant 230V supply and what you get depends largely on the distance from your local sub-station transformer as well as other factors such as electricity demand. The FREQUENCY (50Hz) is very tightly controlled but the voltage is not. In the UK, mains electricity is currently required by law to be delivered at 230 Volts, within a tolerance of +10% / -6%, that is, within the range 253 Volts to 216.2 Volts. The value of 230 Volts is said to be the 'nominal voltage' in an electrical system. You need to be clear in what your asking. This will show you if your socket is wired correctly. Reversal of neutral or live or a short circuit. It will not tell you if the earth is not connected.
